# ROB RUN power pyramid, clans and districts
**Short answer:** power in ROB RUN is five tiers: Hobo, Settlement Resident, Settlement Owner, District Owner and Shadow Governor. Each tier taxes the ones below it. The top two need a clan (up to 100 players). There are eight districts; Highlands, the only Level 3, is the prize.

## What are the five ROB RUN power tiers?

| Tier | How you get there | What it gives you |
| --- | --- | --- |
| 1. Hobo | Everyone starts here, out of prison and broke. | A bed at Lenny's motel. Goal: cash for your first plot or a settlement. |
| 2. Settlement Resident | Rent a plot. | A base, businesses, new Shipments, selling at the Sales Center, discounted contraband. |
| 3. Settlement Owner | Buy a whole settlement. | Rent plots out; tax residents' laundering and Black Market buys; free base placement; safe from seizure until the wipe. |
| 4. District Owner | A clan takes a whole district. | A cut of all taxes paid to settlement owners there, and faster laundering (bigger at higher district levels). |
| 5. Shadow Governor | Lead the clan that holds Highlands. | Best laundering rates and a tax on every other clan on the map. Only one per world. |

All of this resets at the weekly wipe. Kefir frames the race as: who holds the title of Shadow Governor when the wipe hits?

## All ROB RUN districts and their levels
Read from the official global map screenshot. A district's level sets which features and items are available to the people who live there.

| District | Level | Position on the map |
| --- | --- | --- |
| Highlands | 3 | Centre of the map. Its controlling clan leader is the Shadow Governor. |
| Rivertown | 2 | North of Highlands. |
| Fallrock | 2 | West of Highlands. |
| El Peso | 2 | East of Highlands. |
| Fairfield | 1 | Far north-west. |
| Rustvale | 1 | South-west. |
| Loneford | 1 | North-east. |
| Cascadas | 1 | South-east. |

That is one Level 3, three Level 2 and four Level 1 districts. Each district has a central hub where residents sell loot, at better prices than Looty Bay.

## How do clans work?

- Up to **100 players** per clan. For now a clan exists only on its own server.

- Clans control property and territory but must fight rival factions to take and keep it: raids, gang wars and truces.

- A clan that holds a district collects from the settlement owners in it; the clan holding the central district taxes the whole map.

- Parties (who you play a session with) are separate and hold up to three players.

## Can you switch clans, or switch between cop and criminal?
Clans: you can switch during a wipe cycle, Kefir's FAQ says. Cop or criminal: that choice only exists in Looty Bay, and you make it each time you enter the city. See [playing as a cop](https://robrunwiki.org/looty-bay/cops/).
